CON raises

It would be Commissioner's office electoral vote at the end, but is anyone interested in potential CON raises for players. (Did we do something similar in MILFH?)

I think con raises work and are good when used with the Captains Meetings - as long as they are positive meetings - some of them are not. get a +3 con
