Are the starting goalies for these teams being sat or best player being scratched from the lineup?

We don't normally start applying penalties until after the first week of the season.
Teams that were over already made life harder for themselves by having to reduce their salary more than they would have had they been compliant from the start of the season, and in some cases I waived players on their behalf (Murphy for ANA).
