Couple Rule Changes

Couple quick rule changes to announce, effective immediately.

First, bidding on free agent staff is a little unnecessary. There will now be a thread in which to claim staff. Waiver priority will be based on last year's standings until November 15 and then go to this year's.

Second, for waiver priority, beginning now, teams who claim a player will be sent to the back of the line. For example, if Colorado claimed a player, they would go to #30 on the waiver priority. If Columbus claimed a player, they would then go to #30 and Colorado would go to #29.

Both changes are implemented as of right now.
