New Columbus and Montreal GMs

We have a double whammy with two new GMs:

Leon (Leon / Blue Jackets) hails from Germany and will be taking over the Blue Jackets, professionally.
BotMacD (HabsGM) is from Quebec and will be running les Habitants (this time it'll work, I swear).
