Just talked with Dan and we'll let teams leave unused spots to start the year without forfeiting them. We wanted to slow development down and allowing guys to come in mid-season doesn't go against what we're trying to do here so there's really no reason not to allow it.

I think just because they turn 20 shouldn't mean they arn't an underager. They are U20. The rule at the top suggests then I can't use my Underager on another of my 3 prospects which doesn't make sense since to me a guy ruled not an underager still is 19.

Not sure what you mean. You still get to use Islyamov, he just isn't an underager. And you may have overlooked this post...
