An award has been determined in the Nathan Horton arbitration.
Length: 8 years (Franchise Tag)
GM proposal: 3.4M per; comps: Lucic, JVR, Kesler
Agent proposal: 6M per; comps: M. Koivu, Lucic
I'm going to call Milan Lucic a bad comp in every arbitration. Lucic was signed before the new financial policy and E5 bonuses weren't nearly enough to get his salary to where it belongs. He's just an incredibly underpaid player and one of the poster children for why we instituted such a complicated Rulebook. Unfortunately, JVR also showed a flaw in the new EHEC financial policy, making only 3.5M with an 80 average. Unfortunately, his ELC was in place when we started the file, so he was not eligible for E5 bonuses.
Outside of C eligibility, David Backes would be a decent comp at 4.575M per. They're very similar. If Horton were eligible for the formula, and he turned 28 after the season, he would have been in line for the agent-proposed 6M. In knowing that Horton will be franchise tagged, and will receive a 25% salary discount right off the top, I go back to the David Backes comp. 75% of 6M is 4.5M. So, it seems logical to put Horton's arbitration award at 6M and then deduct the 25% franchise tag price, giving Horton an annual salary of 4.5M per for 8 years.

Carle has a player option. Not sure if he'll accept it or not. If he doesn't, his formula contract is 2.475M. Not sure if you want to offer him that or not.

Sebastien Wannstrom has signed a $2,600,000 per year, 3 year deal with the Dallas Stars. Detailed terms of the deal were not announced.

The Brenden Morrow rights arbitration has been completed.
The Dallas Stars offered 4.32M per for 3 years with a team option. Morrow was not testing the market, so the GM only needed to meet 90% of the arbitrator's ruling.
My arbitrator proposed 4.51M.
The Dallas Stars have signed Brenden Morrow for 4.32M for 3 years with a TO.

The Paul Martin rights arbitration has been completed.
The Dallas Stars offered 3.6M per for 2 years with a team option. Martin was not testing the market, so the GM only needed to meet 90% of the arbitrator's ruling.
My arbitrator proposed 3.85M.
The Dallas Stars have signed Paul Martin for 3.6M for 2 years with a TO.
